Most importantly, what is the reason for this access. Without knowing
the reason, it is hard to determine the best solution. A patient can
say "give me medicine XYZ", but self-diagnosis is not always the best
method.
Personally, I don't need everyone in my office to know my
mother-in-law's birthday, or when my dog needs her shots. Or when I
have to get my teeth cleaned, or see the proctologist.
Find the reason for the calendar access. If it is to forecast
availability for court, or staff coverage for different functions, you
may be better off using the sharepoint calendar or a shared calendar
via Outlook (easier for me). Double-posts may be required, but privacy
is maintained.
With a shared calendar maintained via Outlook, the calendar owner can
assign permissions. Not up to each user to configure the settings
whenever staff/users are added or lost.

users pc and doing it, there must be a way to add the permissions to
each users mailbox remotely as the administrator in exchange system
manager and a way of remotely updating the outlook folder tree. can
