I understand you are now working with Jenny. However, Jenny is not in the
office. In order to resolve this issue in a timely manner, I will continue
work in the original thread to provide further assistance on this issue.

From your description, I understand that you want to know how to
backup/restore C:\Windows\Security folder.

Actually, the C:\Windows\Security contain the local security policy, you
may just copy the Secedit.sdb file from the %Systemroot%\Security\Database
folder to back up it. The Secedit.sdb is the local security policy
database file. To restore it, you may just replace the original secedit.sdb
file.

Regarding the security template file, you may refer to the following steps
to create the customized templace:
1. Run mmc, click the File menu, click Add/Remove snap-in, click the Add
button to the "Security Template snap-in.
2. Right click the windows\SECURITY\templates, click New template to create
a new template . Configure the security settings under this template.

After that, your template will be located in windows\SECURITY\templates
folder.

In addition, you may import your template to the security policy database
to apply your customized settings. For the detailed steps, you may refer to
