As I know, only domain controller can authenticate users and we need to
configure the remote server as domain controller. For detailed information,

| My main site has SBS2003 and a Windows 2000 server for TS activities from
| remote sites. Two of my remote sites have multiple users so I installed
| servers there to act as File Servers only and added them to the SBS
network.
