Hmmm . . . that policy is already disabled and yet I still don't have a add
button at all (it's not just grayed out . . . it's NOT there).

Does this issue occur on all clients or only on one box?
Based on my experience, unable to edit user names and passwords via
Credential Manager/Stored
Username and Passwords. We do not see the add button and the "remove &
properties"
buttons are greayed out.
Please double check GPO on your client. Type gpedit.msc in command prompt
Locate Computer Configuration:
Windows Settings --> Security Settings --> Local Policies --> Security
Options
-->
Network access: Do not allow storage of credentials or .NET Passports for
network
Authentication
Disable it, and try again.
