Thanks for posting here.
From your post, I understand that you want to allow all users can run thea.exe file but you don't allow the user can copy it to the other location.
If I am off base, please feel free to let me know.
Unfortunately, based on my knowledge, I am afraid it is not possible to
implement your request. Please have a deep thinking: if you allow all users
can run the a.exe file, then the users need Read & Execute permission for
this file, and then the user can copy the file to the other location.
According to my research, I am afraid there isn't any built-in tool to
prevent the user copy this file.
I truly understand your concern. I will do my very best to see that your
