Thank you for posting in SBS newsgroup.

From the description, I understand the issue to be: you want to add a
website zone to your trusted local intranet using group policy. If I have
misunderstood your concerns, please do not hesitate to let me know.

As I know, you can do as following:

1. Open Server Management and then expand Advanced Management | Group
Policy Management | Forest | Domains | Your domain.
2. Right click Default Domain Policy and then select Edit.
3. Under "User Configuration", expand "Windows Settings", expand "Internet
Explorer Maintenance", and then click "Security".
4. In the right pane, right-click "Security Zones and Content Ratings", and
then click "Properties".
5. Click "Import the current security zones and privacy settings", click
"Continue" after you read the message stating that these settings will be
ignored on computers that do not have the enhanced security configuration
feature enabled, and then click "Modify Settings".
6. Click "Local intranet", and then click "Sites".
7. Run "gpupdate /force" on SBS and client computers.
