Thank you for posting here.
Actually, this behavior is by design that if we use SMTP address generator
(%) in Recipient Policy, there will be uppercase and lowercase for the SMTP
address for each user in AD and the only way to workaround the issue is
that we have to manually modify SMTP address to uppercase for each user by
using ADUC or ADModify tool.
To change the email address in the user's properties to uppercase:
Open ADUC, find that user account, right click on the account and select
properties, in the E-mail address tab, change the SMTP email address from
chacez@xxxxxxxxxx to ChaceZ@xxxxxxxxxx
