UPDATE

I ran dcgpofix.exe. This stopped my Userenv GPO errors and restored
normal LAN file sharing functionality. This enabled me to access my
backup located on a LAN computer.

I had to boot into Directory Services Restore Mode via F8 at startup,
and then used ntbackup to restored system state only from my latest
good backup.

After first reboot, I got the same error about one or more services
failing at startup. I assumed this was the Cryptographic Services
service causing the error, and maybe it was, but when I went to the
Server Management Console-->Monitoring and Reporting, I finally had a
zero after Auto-started Services Not Running. After checking Services
as well, I saw Crypto was running.

I believe I have solved my problem. If not, I will post further
details here.
