ISA Server Control Errors 11004 & 7024

Well, I'm stuck.
I was getting Error 14079 (Microsoft ISA Server Control, "Due to an
unexpected error, the service fwsrv stopped responding to all requests.")
despite having installed the hotfix referenced in KB916106. In looking back
over the KB article, I saw, "If you use a computer that is running Microsoft
Small Business Server 2003 Premium Edition with ISA 2004, you may not be
prompted for reboot. To ensure that the patch is applied correctly on SBS
computer, this patch should be installed using the following command:
msiexec /p "<PATH TO HOTFIX>\ISA2004SE-KB916106-x86-ENU.msp" REBOOT=FORCE."
Since I had not rebooted _immediately_ after the installation, I decided to
reinstall the hotfix as instructed, without uninstalling it first.
That is when my problems started. Since then, my server starts with:
1. System Event Log Error 7024: The Microsoft ISA Server Control service
terminated with service-specific error 2147944121 (0x800706B9).
2. Application Event Log Error 11004: Microsoft ISA Server Control failed to
start. The failure occurred during Firewall Service remote procedure call
(RPC) initialization because the system call InitializeRpcInterface failed.
Use the source location 112.101.4.0.2165.594 to report the failure. The
error description is: Not enough resources are available to complete this
operation.
I cannot figure out what is hogging resources (if indeed anything is).
Any help would be appreciated
