Have a look at this.

You can still manage domain policy from an XP workstation even if you can't
log on to the server.

Hello,
The other day one of our client's SBS 2003 server was non responsive.
They had no choice but to turn it off via the power button and restart.
After
restarting the server all the clients could then access the server as
normal.
However, the server does not allow any ID (including Administrator) to
login
either from the console or thru remote desktop. A message pops up saying
"The
local policy of this system does not permit you to logon interactively".
We
still receive the daily performance reports and one of the errors is that
the
SBS backup can't run because it does not have login privileges. Would
anyone
have any suggestions as to how we can access/repair this situation?
Thanks,
Tony Tuccillo
