in any Windows networking 'conversation' (ie. that between two PC's, not
people) two networking components are used

lanmanserver - service name 'server'
lanmanworkstation - service name 'workstation'

The 'workstation' service always talks to the 'server' service, even in a
peer-peer group or between servers. When it does so it acts as a 'client'.

All connections between lanmanserver and lanmanworkstation must be covered
by a CAL. If your 2nd server does not have an assigned SBS CAL by which
licensing do you believe it is covered?

I concur with Dave. In addition, a NAS - pretty much by definition - is
a server device. Notwithstanding denials from certain Microsoft
licensing specialists, Eric Ligman has stated:
