I ran into this years ago, best way I found to cope was to limit the number
of simultaneous outbound connections. Depending on the version of Exchange,
and how it was installed, this may be set to 10 or 1000. Go to System
manager, Servers {servername}, Protocols, SMTP, Default SMTP virtual server,
Right click properties, Delivery, Outbound connections. Ensure the "Limit
number of connections" is ticked, and set a number. Assuming a 1.5/256
ADSL, somewhere between 2 & 5 will probably work well.
Too high, and connectivity will be sporadic when mail is sent.
Too low, and mail may be delayed.

Is there any way to limit the amount of bandwidth that exchange uses as
recently I've noticed if there is a a big queue of emails waiting to be
sent,
everyones internet access grinds to a halt.
Can I set it up to say use only a 512kb for SMTP traffic?
