This may be the WinSvr 2003 "EDNS0 problem." Try this:
DNS Query Fix: If the Internet connection is via PPPoE - for example, a
DSL modem - external DNS queries may result in timeouts when browsing
the web even though PING works fine. (See KB828731 for more
information.) The workaround / fix is to turn off Extension Mechanisms
for DNS (EDNS0) support in Windows Server 2003:
o Start a command prompt.
o Type:
dnscmd /Config /EnableEDnsProbes 0
then press Enter.
o Close the command prompt.
o Try browsing the problem sites.

[B]server description:[/B] SBS 2003 standard version, 2 nics with static IP,
DHCP server disabled, clients use DNS of my SBS server
[B]circumstances:[/B]I replaced both nic (cards) and changed internal IP,
all the changes has been made by wizards - IP change, Internet connection
change. then I checked in "Routing and Remote access manager" and at the
level of "network connections". Everything seems to be allright.
