Thanks for your update.

To narrow down the problem, would you please help me collect the following
information?

1. Do you mean the internal clients want to access an external FTP server
and control other remote PC using VNC?
2. Have you installed ISA on SBS?
3. Do you mean you only have one NIC on SBS?
4. Has the client joined to SBS domain?

As I know, client PCs should be able to access external FTP server and
control remote PC using VNC after you run CEICW if you do not have ISA
installed on SBS
