For current situation, let us perform the following tests to trouble shoot
the issue:
(If any one of the steps could resolve this problem, please ignore the
remaining steps)
Cause One: A known issue in SP2
Have you installed the ISA 2004 SP2 on the server box? I suggest that you
look into the following article to apply the hotfix 916106 on the server
box and see if the problem can be resolved.

Service Pack 2

Cause Two: Connection Limit Time
Please open the ISA Server management console, navigate to Configuration->
General-> Define Connection Limits-> Connection Limit, and then uncheck the
"Limit the number of connections" option.
After that, please restart the ISA firewall service and test the issue
again, how will things go?
Cause Three: The Compression Filter
In ISA Server 2004 SP2, we have a new feature called "HTTP Compression". It
can reduce the internet traffic by compressing the HTTP contents. In some
cases, the internet website doesn't support HTTP Compression so that some
pages may not load properly. To get around this kind of issue, let's try
disabling the compression filter in ISA:
Please open ISA Management console, navigate to 'Configuration'\'Add-ins'.
In the right panel, click 'Web Filters' tab. Disable the 'Compression
filter', then click Apply to save the settings.
Cause Four: Compatibility Issue
Technically speaking, some java or php based web sites cannot work well
with the ISA's Web Proxy Engine. In this scenario, some icons or pictures
in the web page may not display correctly. To ensure if this is the root
case, let's try the following steps:
1. Open the ISA management console, navigate to Firewall Policy, on the
right pane, click ToolBox->Protocols, locate the HTTP protocol, double
click it and go to the Parameters tab, under "Application Filters", please
disable the Web Proxy Filter.
2. Then let's go to the client computer which is unable to access the
problematic website, launch IE and click Tools->Internet
Options->Connections->LAN Settings, uncheck all the three options and click
OK.
3. Now please configure this client computer as both Firewall Client and
SecureNAT client:
To be a SecureNAT client, the workstation has to have it's default gateway
set to the internal IP of the ISA server.
To be a Firewall client, the workstation needs to have the ISA Firewall
Client software installed.
4. After that, please re-launch the IE and type in
http://seamless.usgs.gov/website/seamless/viewer.php, will the problem be
resolved?
Cause Five: Sometimes we may experience a long delay when attempting to
access a specific website thru ISA Server 2004, this problem has been fixed
in the following KB:
905179 You may experience a long delay when you try to use Internet
Explorer to access a redirected Web page and Internet Explorer uses ISA
Server 2004 as a Web proxy server

For your convenience, I attach the resolution within this KB as following:
To resolve this problem, enable the EnablePMTUDiscovery registry entry on
the computer that is running ISA Server 2004. To do this, follow these
steps:
1. Click Start, click Run, type regedit, and then click OK.
2. In Registry Editor, locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
3. Right-click the EnablePMTUDiscovery entry.
4. On the Edit menu, click Modify, and then type 1 in the Value date box.
5. Quit Registry Editor.
If the issue persists, please help me collect the following information for
further analyze:
1. What is the exact .com web site? Does it require SSL?
2. Does the issue happen on the other external web sites?

My internal and external domain names are different. My internal is .local
and my external is .com.au
Where would I find the work around for this?

I'm guessing you named your AD DNS the same as your public FQDN (eg.
company.com) right?
Don't kick yourself too hard, it's a common mistake and the workaround
inmostly painless.

Hi,
I have an SBS 2003 server with ISA 2004. I am unable to reach a website
by it's .com name.
When a user is at home, they can access the website but when they are
the office, they cannot access the web site.
Is there a way to make this possible? I am using a local router with an
IP as my internet connection..
