Thank you for posting in SBS newsgroup.
From your description, do you mean you scenario is as following?
1. Without ISA, you access www.google.de and then you click Google.com in
English and you get www.google.com.
2. With ISA, you also do the above steps and you still get www.google.de.
If I have misunderstood your concern, please do not hesitate to let me know.
To narrow down the problem, would you please help me confirm if you can
access www.google.com directly?
Currently, please try to clear ISA cache following the KB article to see
how thing goes:

Also please check the following KB article to see if it helps:
