It is my understanding that the Premium CD's which need to be ordered
from Microsoft, contain SQL 2000 SP4 and ISA 2004 SP1.

A: Yes, you are right. We need to order the SBS 2K3 SP1 Premium CD.

For the Windows Small Business Server 2003 Premium SP1 which includes ISA
2004/SQL SP4, you need to order it.

If a SBS 2003 Premium server does not have ISA installed, does that mean
users can use the Standard SP1 download instead of ordering the disks from
Microsoft.

A: Yes, you are right! If you have SBS 2K3 Premium CD but you did not
install ISA, then you are running SBS 2003 Standard Edition with SQL Server
2000.

As you know, SQL 2000 SP4 is a part of SBS 2003 SP1 for Premium Edition,
and you can download SQL 2000 SP4 and install it at

Technically, there is no difference between SQL 2000 SP4 included in SBS

On the download page for SBS 2003 Service Pack one it states that the
download for the SBS Standard can be installed on Premium however the
Premium
disks will still be required to be installed.
