Thanks for posting here.
From your post, my understanding on this issue is: you cannot start the SQLServer Agent and Event Log service on the server. If I am off base, please
feel free to let me know.
Based on my research, I think we can follow this Knowledge Base article
first:
279754 Error Message: Could Not Start the Event Log Service

If the issue remains, I suspect the problem may occur if the event log
files are corrupt. Please follow the steps below to recreate them:
1. Run "services.msc" to open Service mmc.
2. Set the Event Log service startup type to disable.
3. Restart the computer.
4. For backup purposes, rename or move the corrupt *.evt file from the
following location:
%SystemRoot%\System32\Config
5. Set the Event log service to the default of Automatic startup and
restart the computer again.
Please check if the problem is resolved.
For the SQL Server Agent service cannot be started error, please post this
question in the <microsoft.public.sqlserver> newsgroup. The <
microsoft.public.sqlserver > newsgroup is primarily for issues involving
SQL Server issue. The reason why we recommend posting appropriately is you
