How to publish www.publicwebsite.com on Server2???

Hello Everyone:
Third attempt: sorry, but mystery solved. The date on this workstation was
June 7. I am going to try this again, on the premise that most sort on date
order??
Client has two servers. Server1 is SBS 2003 with ISA 2004. Two nics,
"internal" = 192.168.16.2 "external" = 192.168.1.2 Server2 is plain jane
windows server (nt40----i know-i know) 192.168.16.3 and 192.168.1.3.
Server2 hosts the public web site for the company, www.publicwebsite.com.
Under SBS 2000, ISA 2000 we had an ISA rule to publish the public web site
and it worked most of the time. Under SBS 2003 there are additional
services using port 80, so the rule does not work as expected.
Cannot use the router to port forward 80 to Server2, since this will break
the functionality of SBS
Does anyone know of a rule, a white paper, or can suggest a rule that will
allow us to continue to enjoy all the SBS services and also allow public
assess to www.publicwebsite.com on Server2?
