Thanks for you posing back.
I'm sorry for my mistake, and thanks Bogus and KJ. You provide so much
useful info on this issue.
Based on my experience, this issue can occur if your operation accidentally
damaged the tape driver. To resolve this issue, please open Device Manager
(devmgmt.msc), uninstall the tape device and then restart the server. After
the server restarts, the tape device should be detected and installed using
the Windows 2003 built-in driver. Please check if everything is OK.
If the issue persists, you should go to the web site of the tape device
vendor (or call them directly) to obtain and install the latest driver.
This should make the device work as expected.
Please make sure that this is a Windows Server 2003 compatible device, you
could try to check it in our hardware compatible list website and I would
appreciate that you could let me know the result.

In addition, you could also let me know the exact tape model name.
Please perform the following test on this issue for further research.
Do a full back on your primary server. Then install another tape device on
your primary server, insert media, does it recognize the tape?
