From your description, I understand the issue to be: you can not install
ISA 2004 SP2 and receive "setup failed while uninstalling ISA 2000". If I
have misunderstood your concerns, please do let me know.

To narrow down the problem, would you please help me collect the following
information?

1. Have you upgraded to ISA 2004 from ISA 2000 or a clean install of ISA
2004?
2. Please double check the ISA version as following:

Click Start -> All Programs -> Microsoft ISA Server -> ISA Server
Management, click Help -> About Microsoft ISA Server 2004. The Version
should be 4.0.2163.213 if it is at ISA 2004 SP1.

If it is correct, please try to manually install ISA Server 2004 SP2.
(Only
for SBS 2003 Premium) from the following URL to see how thing goes:

[Note] Since ISA 2004 SP2 have some know issue (such as accessing
www.delta.com issue, etc.), I do not recommend you to install this service
pack now. Please wait for a few weeks for the Hotfix.

If you still can not install it, please post the ISA 2004 SP2 install log
and help me collect the Regmon and Filemon logs to narrow down the
problem.

1. Download monitor tools:

Download the Filemon application from
http://www.sysinternals.com/ntw2k/source/filemon.shtml

Download the Regmon application from
http://www.sysinternals.com/ntw2k/source/regmon.shtml

2. Run the Filemon application and then install the ISA 2004 SP2 manually.

3. When the issue occurs, stop the filemon application.

4. Repeat steps 2 and 3 to run Regmon application.

5. Send these two log files to my mailbox at v-crinal@xxxxxxxxxxxxxx
