Thank your for posing here.


From your post, it seems this issue occurred third-party application, I
suggest you contact the manufacture of this application, because they may
have the first hand info about this problem.

However I'm glad to provide the following info to solve this problem.

According to your description, I understand everyone can access public
folder after you recovery it.
The permissions that take effect in accessing public folders in Outlook are
client permissions. To modify client permissions, please follow the steps
below.

1. Open ESM.
2. Right click the public folder that contains contacts.
3. Click Properties.
4. Click Permissions tab.
5. Click Client permissions.
6. Click Add to add your account to the list.
7. In the Roles dropdown list, please select Owner.
8. Click OK twice.
9. Restart Information store.

In addition, we can run PFDAVAdmin to reset permission
1. Please download the utility from the following URL:
http://www.microsoft.com/downloads/details.aspx?FamilyID=635be792-d8ad-49e3-
ada4-e2422c0ab424&DisplayLang=en

2. Run the tool and type the Exchange Server that hosts the Public Folder,
then choose Public Folders and then click OK.
3. Right click Public Folders and then click Propagate folder ACEs. Click
OK when the warning prompts
4. Add the user account that you do want to grant the permission and
specify the permissions roles.
5. Then click OK and select the checkboxes before the newly added users.
6. Click OK. Wait until all the folders'' permission has been changed.


After above steps, please use outlook client to verify this issue.
