Thanks Leythos. I wonder whether this was different in the past and
Microsoft has tightened the restrictions as the Internet has spread. That
phrase "otherwise individually identified" looks suspiciously like a
catch-all that was inserted later.
According to
http://www.microsoft.com/WindowsServer2003/sbs/evaluation/faq/licensing.mspx,
there is a difference on SQL licensing between SBS 2000 and 2003:
"Q. Can I use the SQL Server component for Web-based business applications?
"A.Yes, new with Windows Small Business Server 2003 is the ability for you
to use the SQL Server component for an unlimited number of un-authenticated
users. As long as you are un-authenticated, you also do not need a Windows
Small Business Server 2003 CAL."
So it sounds like you shouldn't need an extra license for SQL, but that's
not exactly great news if you need an SBS CAL for ANY kind of authenticated
access!

This is not correct. It was my belief that only authentication against
the
AD required CALs. A senior member of the SBS product group recently
stated
this was not so.
I was told many times that only Windows NT authentication requires CAL's
- that means if you have a table in a database with user/password, and
you auth against that, and not any Win User auth, then you don't need
any other CAL. I've verified this with the Great Lakes Regional Office
for MS several times.
That's one reason I run ServerZilla FTP on my web servers, so that users
don't require Win Authentication to FPT to the server - which means I
don't have to purchase additional CAL for them.
With SQL Server it's different - if you provide a website that uses a
SQL database and is accessible by the public, without NT authentication,
then you must purchase a CPU License.
