Thanks for posting here.

From your post, my understanding on this issue is: you cannot see the
Windows 2000 workstation in the network neighborhood, but the network
connection is fine. If I am off base, please feel free to let me know.

Based on my knowledge, this can happen if the Windows Server 2003 domain
controller is currently not the domain-wide master browser. The browser
service has been updated to accommodate the TCP/IP protocol in a domain
environment. To obtain a single domain-wide browse list, the primary domain
controller (PDC) has the role of merging all the browse lists gathered by
the master browsers on each segment across the wide area network (WAN).
This role is called the domain master browser and can only be performed by
the PDC.

If you have several network segments, WINS needs to be implemented to allow
full browsing. WINS allows clients to easily access remote servers
throughout the WAN, and each PDC periodically contacts the WINS server to
obtain a list of all the domains throughout the network. This allows for
full browsing of server resources throughout the WAN.

I recommend that we perform the following troubleshooting steps:

I. Make sure that the domain master browser role is in your Windows Server
2003 server that holds the PDC role. To do so, you can use the browstat
tool, which can be obtained by installing Windows 2003 Support Tools. You
can install it from the SUPPORT\TOOLS folder in the Windows 2003 Server CD.

After installing it, click Start, All Programs, Windows Support Tools and
click Command Prompt. Type "browstat status" (without quotes). It will let
you know the browser master in your domain. Make sure the server is your
Windows Server 2003 PDC.

If the server is a different one, please check if the PDC emulator role is
on your Windows Server 2003 domain controller. Make changes to registry
settings related to domain master:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters\IsDo
mainMaster
IsDomainMaster
MaintainServerList

For the faulty server that takes the domain master role, set both of the
above keys to No. For the Windows Server 2003 PDC, set the keys to Yes.

WARNING: Using Registry Editor incorrectly can cause serious, system-wide
problems that may require you to reinstall Windows NT to correct them.
Microsoft cannot guarantee that any problems resulting from the use of
Registry Editor can be solved. Use this tool at your own risk.

II. If the Master Browser is properly configured on your Windows Server
2003 PDC, please check the following:
1. Make sure the PDC server is not multi-homed.

2. Make sure that firewall programs are not blocking ports required by
Browser. See:
