I have heard back from our Chinese SBS MVP
Unfortunately he informs me that due to travel restrictions between the mainland and Taiwan, he will be unable to pursue this.

installer etc. that can speak English as well as Chinese as the server needs
to be set up in English, but some work stations will be in Chinese.
