So after I remove the GPO link, and disable the GPO itself. Then it doesn't
matter what the users wizards says about folder redirection being enabled,
it can't work correct? What I would like to make sure of that it won't just
turn on one day after an update and mess up things. Can I set folder
redirection to be off in the default domain policy to safeguard against
that?

If you want to disable the folder redirection on all users (include the new
user), you only need remove the GPO about folder redirection configuration
from the OUs.
Unfortunately, based on my knowledge, you cannot configure the roaming
profile via user template in Windows SBS 2003. So you only manually
configure the roaming profile, to do so, please refer the following
knowledge base article:
