MSExchangeTransport event id 3030, error code 5.1.8

I have a SBS 2003 set up that fails to send out the daily Monitoring report.
It is a SBS 2003 Standard install with default settings.
I am not using Exchange but took no steps to stop Exchange services from
running.
I used the Configure Monitoring wizard to set up sending daily reports and
entered the email address there.
The machine faithfully tries to send out daily reports as an entry in the
Application Event Log tells me and error each morning.
EventID 3030
A non-delivery report with a status code of 5.1.8...
Looking on support.microsoft.com tells me about other similar codes but not
this one...
I would appreciate any insight on the likely cause or how to go about
troubleshooting this.
