No internet access from LAN

Hi
Running SBS 2003 Standard with 2 NICs.
Outside NIC points to ADSL modem which supplies DNS service. Both NICs
on fixed IP's.
DHCP enabled for local LAN.
DHCP relay not used.
Firewall enabled through CEICW.
Server and workstations all point DNS, WINS, DHCP and gateway to the
server's internal NIC.
NAT/Basic Firewall is counting packets, so it seems to be working.
The problem is, every time the server is rebooted, the workstations
lose access to the Internet until the Configure Remote Access wizard is
run. Access to the server itself (email, intranet, etc.) works fine.
The server has no problem at this stage - HTTP, POP, RDP in & out, VPN
- it all works.
DNS seems to work OK - the workstations can translate to an IP address
if I try to ping a host on the internet. The ping itself gets no
replies.
The workstations can ping to the internal and external IP of the
server, but not to the internal IP of the ADSL modem.
Run the Configure Remote Access wizard, and all is fine.
The server does suffer from the well-known modem problem where, after
thr server has been rebooted, incoming calls to the external modem are
not answered until the Configure Remote Access wizard is run.
The CEICW has been run with no improvement.
The IPBOOTP 30022 error and general patchy connectivity errors have
occurred in the past but hopefully been solved now after a faulty cable
was replaced on the server's internal NIC.
Does anybody have any idea how to troubleshoot this?
