Thanks for posting here.
From your post, my understanding on this issue is: all of the users cannotlogin, because all user passwords have expired. If I am off base, please
feel free to let me know.
Based on my knowledge, in Windows SBS 2003, when you complete integrated
installation, by default, the Maximum password age setting is 40 days. So
the user account password will expire after 40 days. Please refer to the
following knowledge base article to solve this issue:
