so it is not possible for me to preform what i want? Having a test LAN to
test new software, updates, etc. I have the cds for Win SBS, so couldn't i
just reinstall it, if my machine goes down?

Well the fact that its OEM, makes it even more restrictive.
OEM is only licensed to be sold with a new server and "usually" comes pre-installed.
If a major component of the server, ie processor, hard drive, etc fails and is not under warranty from the folks who did the pre-install, means you get to buy another copy of SBS .
OEM is licensed only for the server it came with.

I only have one copy of WIN SBS which came preinstalled on our server by
Dell. I guess you can call it our production copy. So i cannot install this
copy on another machine and without activating it?

I worked for a company who underwent an audit prior to me getting there and I believe it cost them nearly 500,000 in fee's and licenses.
