CEICW problems with SMTPsvc

Hi All
SBS 2003 standard, exchange server SP1
All email has stopped being delivered to the recipients after all had
been fine for two years.....
I can see email in the Queue , not masses but the amount I would
anticipate for two days.
I ran the CEICW, I didnt make any changes to the settings. All goes
well until it gets to the "Email setup". It now appears to hang and
eventually returns an error that it could not complete.
I checked the SMTPSVC in the services and it shows that it is
"stopping" and stays like that for ever.....
I have tried rebooting the machine and then viewed the services again
and all seems to be running including SMTPSVC, but still the email is
not being delivered.
I have tried using NET STOP SMTPSVC from the command line but still it
hangs!!!
I would be grateful of any ideas of how I can get exchange to deliver
the email again.
