At this point, I'm not sure whether the 2 problems are related, Based on my
research, This can occur if you have a certificate bound to the default
website, you have required SSL on the exadmin virtual directory, and the
certificate common name does not contain the FQDN of the server name that
IIS is installed on.

To resolve this issue, remove the certificate from the default website and
request a new certificate that contains a common name of the FQDN of the
server.( not IP address)
