Sorry for the delayed response, i've been on a well needed vacation.
While i don't take offense at what you wrote, I don't like to hear it
of course...I am the sysadmin here as well as the database admin, tech
support, lead programmer and manager of the IT department among other
random IT jobs. That is the main problem. I have too many hats and
not enough time. And we don't have the money to pay someone on the
outside, so I am learning as I go along. I have done a DAMN good job
of it so far (ask Russ is you don't believe me) and don't half-ass
anything. If i don't understand something, I ask and read and learn
(hence, my post here). Sadly, because of lack of time I am basically
learning when things come up (slow network, e-mail not working, etc.)
instead of taking classes and reading books in advance. While I have a
lot of knowledge, I do have holes in my knowledge. I am not afraid to
admit that. I don't have a lick of spare time right now (i have a
wife and 3 kids i miss every minute of the day) and hope to have an
assistant in the future to offload things too so I can learn more.
So, that is where i'm at. Thanks for your suggestions.

not trying to sound like a d$ck, but if you dont know the basics, pay soneone
to configure it for you.
For real time monitoring i use solarwinds network monitor and engineer's
tool set. It is kinda expensive, but gives all the data you can ever want,
unless that is you dont understand the data that is collected.
You say you have managed switches, you should be able to access the web
interface and see port usage. download kiwi logger, set the switch to snmp
trap for usage over X for any port. With kiwi running it will send a trap
message "real time"
Figure out where the bottleneck is, if you have a small pipe and high demand
it may not be one person. server had netowrk monitoring tools, install and
look @ usage. try to get a trend report over the next week.
hope this helps. Im not trying to bash, but if you cant do the job, find the
tools to educate yourself, or pay someone to do it for you. If you get lost
