sbs 2003 fax service ignoring dialing rules

I have just started using the shared fax client on sbs2003 and it ignores
the dialing rules. I have tried from the server and from the client and it
ignores it from both. I have tried setting up a new rule and reconfigured
the fax service to use the new one with the same results. I need to have
the fax serive dial a 9, to get an outside line and also add an account code
at the end for long distance numbers. Is there any bugs with the fax
service that cause it to ignore dialing rules?
