Thanks for your update.
We have similar issues which are caused by that the IUSR account is out of
sync. Please use the following steps to resynch this account:
1. Open Active Directory Users and Computers snap-in and select users
container.
2. Right-click IUSR_<servername> and click Reset Password.
3. Input a new password, confirm it and click OK.
4. Click Start, click Run, type "inetmgr" (without the quotation marks) and
click OK.
5. Expand Web Sites, right-click Default Web Site and click Properties.
6. On the Directory Security tab, click Edit in the Authentication and
access control section.
7. Enter the new password, click OK twice.
8. Restart Default Web Site and have a test.
Also the issue is may be caused by Firewall in the process of routing
between OWA Client and Exchange Server.
How do you access the OWA? From a internal client or on your sbs server?
Because the packets between OWA Client and Exchange Server will pass
Firewall successfully; however the normal communication will be blocked by
the specific Firewall.
