I appreciate your help guys, but no progress.

I've installed 100's and 100's of devices as far as experience goes.
But SBS is brand new to me and the only suspect for me at the moment.

I took the dongle to a clean XP workstation and plugged it in. Light
does NOT come on, Pnp Hardware wizard prompts for drivers. I cancel
out.

I install FlexLM software with application, plug in Dongle, it sees
drivers, configures, light comes on and it works. This is exactly how I
installed it on the old Windows 2003 server.

If I do exactly as above on the SBS server.

It never does a Pnp prompt.

But since I manually installed drivers the light comes on and is listed
in the device manager.
I never ever saw a Pnp Hardware configuration before or after drivers
were installed.

I install the FlexLM software and it says it cannot find the Dongle ID.

So it has two odd symptoms

1) It's odd that I never see Hardware Wizard (On XP and 2003, even when
it's all configured correctly I see "Hardware Found and Configured
everytime I plug it in".
2) Once I apparently manually configured it (by installing drivers).
Application can't seem to find it or get to it.

Once more hint I forgot to mention. I'm trying to avoid rebooting
(because we are running on this server and it takes a long time) and as
you all know reboots sometimes work wonders with Microsoft OS's.
One time I did do a reboot and I did get prompted that license manager
application was being Blocked by the OS and I added it to the exception
list.

I think there may be other things that need to be UnBlocked to make
this thing work. But I don't know how to find them. I don't want to
butcher up the security on the SBS to "debug" it.
