OK Download the Tools from
http://www.microsoft.com/downloads/details.aspx?FamilyID=c16ae515-c8f4-47ef-a1e4-a8dcbacff8e3&DisplayLang=en
and Install on an XP WS logged in as Domain Administrator and remove the
Remote Operator group from Administrator User. Be sure when done you get a
good Backup from SBS Backup Wizard that incluses Sysem State

Yes, I do tried what you've suggested with Start Run mstsc /v:ipofserver,
and the result is still the same. The server still think that the Admin
account is not permitted to use Terminal Service.
I thought this has something to do with Domain Controller Policy, where
Win
SBS 2003 by default don't allow the Admin account to logon through TS?
I can logon with Administrator build-in account when I use DSRM mode
boot-up, like you suggested too. But I can't get into Active Directory or
Server Management console, thus I can't access into user's accounts
profiles.
The Win SBS 2003 told me to use Local User console instead, but I can't
find
it under in Computer Management> System Tools...?
Too bad that I don't have any last backup of Active Directory, so I can't
restore it back while I'm in DSRM mode.
Are there any other way? How about the power off restart you've told me
before, what does that mean?

login there and make the changes or restore System state from last nights
backup. Unfortunately if you can't get to console any other way this
might
take a power off restart which is bad but you may be locked in to that.

I've just accidentally made a mistake, I put Remote Operator security
group
into Admin account member. So now, I can't login as Admin and can't
login
through Terminal Service either since the Admin account hasn't been

Basically, I'm locked out from the server to login as Admin; and there
are
no
other user accounts that can change this...
Is there anything that I can do to fix this...?
