Action pack is a retail license not OEM, you cannot replace the retail key
with a VL key, I believe that a re-install or a swing migration are the only
choices.

Well... clean reinstall is not the option since we've spent so many
hours setting it up.
We have all legal licenses. And I'm in process of testing solution
with running in-place upgrade on existing installation using VL disks.
I think it should work, just have to see if it doesn't affect Exchange
or anything else
.
