Block FTP logon to Administrator account

We need to have the FTP Server available on our SBS2000 server. However, we
would like to be able to block the Administrator account from being able to
logon remotely to the FTP site. Why? Because some robot machine was
constantly trying to logon to our FTP server under the Administrator account
(didn't succeed and we blocked the IP at the ISA server now)... but I never
knew that the administrator account could logon to the FTP server... So how
can I stop that without messing up the server?
