Thank you for posting in SBS newsgroup.

From your description, I understand your issue to be: when connecting to
Outlook Web Access (OWA) and RWW from internet, you see a "Loading"
message
on the logon page after you type the user credentials. If I have
misunderstood your concern, please do not hesitate to let me know.

Based on my research, this issue is most likely related with Form Based
Authentication used by OWA 2003. Please check the following suggestions
first.

At the server side:

1. Apply the 831464 hot fix:

2. Clear the IIS server files. To do so, follow these steps:

1) Go to your "%SystemRoot%\IIS Temporary Compressed Files"
(C:\WINDOWS\IIS
Temporary Compressed Files or C:\WINNT\IIS Temporary Compressed Files)
directory.
2) Select all of the content in this directory and delete it.

3. Click Start->Run, type "iisreset" (without the quotes) and click OK to
restart the IIS services.

At the client side:

1. Open IE, and go to Tools -> Internet Options.
2. Select Delete Files, check "Delete all offline files" and click OK to
confirm that you want to delete the content. Then check if the issue
disappears.

Please also check if the "Authenticated users" has three permissions
(read&execute,List folder content, read ) on the following folder:

C:\Windows\Microsoft.NET\Framework\v1.1.4322
C:\Windows\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files

This issue may also be caused by URLSCAN installed on IIS if it is not
configured per the Exchange 2003 OWA template. For more information, see:

If URLscan is uninstalled, can the problem be reproduced?

In addition, this may also occur if you install OfficeScan (version 6.0 or
6.1) as part of Trend Micro Client/Server/Messaging (CSM) Suite 2.0 for
SMB.

If the issue still occurs, would you please help me collect the following
information?

1. In the OWA form based authentication (FBA) page, select ''Basic''
instead of ''Premium'', input the user credentials and click ''Log On''.
Will you see the messages in the basic OWA view?
2. Do you mean you can get the OWA and RWW logon page when you type
https://public_ip/exchange and https://public_IP/remote and then you see a
"Loading" message? Please attach a screen shot to newsgroup?
3. Have you tried other methods listed in the KB 280823?
4. Please rerun CEICW to see how thing goes?
