You can set up SBS 2003 as a POP3 server or configure it (and OL 2003 on the
laptop) for RPC over HTTP

The emails can be viewed through https://domain/exchange but the
requirement
is to allow the client to download emails on outlook so that he will be
able
to read the emails offline once disconnected from internet, when he is on
the
road for few days. He has internet access once in a while and needs to
download all the new emails and read them later on.
