I don't think it's switch related, because it's the external nic that's
causing the problem.

According to your description, I understand that the external NIC can't
obtain the IP address from the external DHCP server. If I'm off base,
please do let me know.
Generally, this is an expected behavior while DHCP Client failed to
contact
DHCP Server to renew the IP address. If this issue occurs, event id 1003
will be registered in the event log. This issue occurs typically in a
switched network and it is related to the switch device, for example, if
the Switch did not initialize the port speed, there will be some
communication issue between the NIC and the Switch and this issue will
occur...

Based on my experience, this issue may also relate to the faulty network
adapter. Considering your scenario that the affected network adapter is
connected to internet and receives IP address from ISP, I suspect that
there are some problems about the adapter, for example, if the NIC failed
to detect the link status, it failed to contact DHCP Server and this issue
will occur.
We have seen some incidents while the following adapters are installed
(not
limited to these adapters):
- Broadcom Gigabit Adapter
- Intel Gigabit Ethernet PRO Adapter, Intel Pro/1000
- Intel 82544EI-based XT Gigabit Adapter (82540EM chipse)
- Compaq/HP NIC dual interface 10/100/1000 doing teaming (HP NC7170)
- Dell Inspiron laptops using an on-board Broadcom BCM4401 NIC
So, I suggest that you replace the external network adapter on the SBS
Server to see how it goes. Temporarily, you can disable the Media Sense to
see if we can eliminate this event message but I recommend that you
replace
the external network adapter.
To prevent your network adapter from detecting the link state:
1. Open Registry Editor (Regedt32.exe).
2. Go to the following key in the registry:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Tcpip\Parameters
3. Add the following registry value:
Value Name: DisableDHCPMediaSense
Data Type: REG_DWORD
Value Data: Range: 1
Description: This parameter controls DHCP Media Sense behavior. If you set
this value data to 1, DHCP, and even non-DHCP, clients ignore Media Sense
events from the interface. By default, Media Sense events trigger the DHCP
client to take an action, such as attempting to obtain a lease (when a
connect event occurs), or invalidating the interface and routes (when a
disconnect event occurs).
4. Restart your computer and to see the result.
