Thanks for posting here.

From your post, I understand that you want to exempt a single user from the
folder redirection group policy configuration. If I am off base, please
feel free to let me know.

Based on my knowledge, you can deny the single user permission of the Group
Policy contain folder redirection settings. To do so:

1. Open GPMC, click Delegation on right pane.

2. Add the single user in Delegation pane and give him Deny access
permission for this Folder Redirection Group Policy Object.

Then the Folder Redirection GPO won't apply to this specific user when he
logon the workstation.
