It's not true that the wizard only supports .cer as I fixed the problem with
my 3rd party cert issued as a .crt format.
..CER and .CRT are both X509 certificates, so essentially the same thing.
I re-ran the IIS cert wizard, re-issued a new cert and ran the CEICW wizard
again which installed it and configured ISA to accept the new cert.
