From your description, I understand you have 2 accounts for these 2 users
on 2 SBS domain and the 2 users stay in the city A. And you want to let
these users receive emails which are sent to the 2 SBS domains for
respective accounts on city A. If I have misunderstood your concern, please
do not hesitate to let me know.

As I know, you can actually add POP3 accounts for the companyb.com
addresses to their Outlook profiles connecting to their companya.co.uk
mailboxes. Then you will use POP3 account to receive emails to company B
for the account and use Exchange to receive emails to company A for the
account. You can select use POP3 account to send email or use Exchange
account to send email when you send emails for these users. The outgoing
emails will stay in PST file for the POP3 account on server B if you send
emails using POP account and or else the emails will stay in server A.

For configuring POP3 account on outlook, you can refer to the following KB

Also when you start Exchange System Manager on a computer that is running
Microsoft Windows Small Business Server 2003, both the default POP3 virtual
server and the default IMAP4 virtual server are stopped. You need to
manually start the default IMAP4 virtual server or the default POP3 virtual
server in Exchange System Manager. Please refer to the following KB article:

cannot connect to the POP3 and the IMAP4 services in Windows Small Business
