Thanks for using the SBS newsgroup.
From your description, I understand the issue to be: faxes can not be sentout properly and received error "The telephone line quality is poor, and
the fax could not be transmitted". If I am off base, please don't hesitate
to let me know.
Before we go any further, please kindly help me collect some information to
isolate the issue:
1. Please reproduced the issue and capture a screen shot of the error
message for me.
2. What is the exact brand of the modem? Does the issue happen when some
specific users to send faxes or random users? Does the issue happen when
users send faxes to some specific recipients or random recipient?
3. Can you find any related error event logged in Event Viewer when the
issue happens? If yes, please let me know the detail error information.
4. Please help me collect outgoing fax log files for analyze. You can find
the outgoing fax log file location as follows:
a. Open Server Management console -> Fax (Local), right click it to choose
Properties to open Properties page.
b. Under Activity Logging tab, you will find the log files location. If you
have not enable activity logging, you can enable it and restart the Fax
service. Then reproduce the issue and collect log file for me.
5. Enable FAX debug log. Please do as follows:
a. Regedit.exe
b. Navigate to the logging option, controlled by the registry key under:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax\Device
Providers\{2172FD8F-11F6-11D3-90BF-006094EB630B}
c. Create or modify new valies as follows:
DeBugLevelEx
(REG_DWORD)
0 - No log. This is the default selection.
0xffffffff - Enable T30 debug logging
DebugContextEx
(REG_DWORD)
0 - No messages
d - Main and class 1 messages only. This is the default selection.
0xffffffff - All messages (including fcom module)
In order for DebugContextEx to take effect, it's also necessary to set
DeBugFormatEx (REG_DWORD) to 0xbbffffff.

Then please restart the Fax service and reproduce the problem. Then send
T30DebugLogFile.txt to me (v-yanniw@xxxxxxxxxxxxx), which is located at
Documents and Settings\NetworkService\Local Settings\temp (Network
Service's temportary directory).

When sending to some fax lines the fax does not send and the error "The
telephone line quality is poor, and the fax could not be transmitted" is
shown. This is only some clients so this does not seem to be a modem
i know the modem we are using is not in the HCL however we have triedseveral
modems off this list and many of them we have had issues with.
