Can't edit user rights assignment

Hello,

For some reason I don't seem to be able to edit the user rights assignments.
The buttons are grayed out. I've tried from a couple of different
administrator accounts with out luck. Any idea why this might be? I need
to change the log on through terminal services in particular.
