Chace, thank you for your response.
First, the Allow all computers check box is selected OK (default).
Next, the firebox has smtp allowed incoming and outgoing and there
isn't any smtp proxy going that I'm aware of. No Pix firewall. I went
ahead and enabled message tracking and will forward this to you. Thanks
again.

Hi,
Thank you for posting here.
According to your description, I understand that the users can't send mail
out, and received the non-delivery report.
First of all, it seems that you follow all mail to an existing SMTP server.
So your domain delivery message need not query DNS.
Based on my research, please perform the following steps to narrow down
this issue:
Authenticated computers are not allowed to relay mail
If the Allow all computers which successfully authenticate to relay
regardless of the list above check box is not selected on the SMTP virtual
server, you may receive NDRs. To select the Allow all computers which
successfully authenticate to relay regardless of the list above check box,
follow these steps:
1. Click Start, point to Programs, point to Microsoft Exchange, and then
click System Manager.
2. In Exchange System Manager, expand the following object:
Servers\Your_Exchange_Server_Name\Protocols\SMTP
3. Right-click the SMTP virtual server object, and then click Properties.
4. Click the Access tab, and then click Relay. Click to select the Allow
all computers which successfully authenticate to relay regardless of the
list above check box.
Also, please check if you are encountering the issue about firewall
recorded in the following KB article:
XCON: Client SMTP Authentication Is Enabled, But Relay Does Not Work, Error
Message: 550 No Relay Allowed
http://support.microsoft.com/?id=275575
In your environment, a Watchguard Firebox firewall has been used with
Exchange Server.
This behavior can occur if you enable the Simple Mail Transfer Protocol
(SMTP) Proxy service on the Watchguard Firebox. If you use the SMTP Proxy
service to specify which message headers are included with a message, the
SMTP Proxy service may remove the bdata (binarymime) packet from the
message transmission and cause the NDR.
To work around this behavior, disable the Watchguard Firebox SMTP Proxy
service. Watchguard also has a software update to correct this behavior. To
obtain the update, contact Watchguard support.
In additional, please check the application and system event logs for
warning and error messages. If possible, please send a copy of the logs to
my working email v-chacez@xxxxxxxxxxxxx
message tracking can be used to identify the issue.
Please refer to the following article to enable message tracking:
How to enable message tracking in Exchange 2000 Server and in Exchange
Server 2003

Hope this helps. I'm looking forward to your update.
Have a nice day!
Best Regards,
Chace Zhang (MSFT)
