Thanks for your update.

I think NTBACKUP is ok, because you have backed up your date to the local
hard disk successfully.
Do you check the Event Viewer, any error message about VSS in the
application pool?
Please help me to collect the information for research.

In additional, To diagnose the Volume Shadow Copy service writer problem,
run the vssadmin command immediately after the backup failure:
Click START, and the click Run.
Type vssadmin list writers
What is the result?

let's install the following VSS hotfix, and then check if the issue can be
reproduced.
