Defragmentation issue

There are 2, 5GB files and 1, 850MB file in the 'system volume information'
folder and are the source of a 30% file fragmentation report. They cannot
be further defragmented.

1. What are these files for?
2. Does it matter if they are undefragmentable? Drive access can be very
slow at times, with frequent 20-30 second delays just launching Windows
Explorer. I assumed that was just some permissions matter.

Could they be related to ftp folder content? We backup a Linux machine to
SBS's ftp a couple of times a week. Single files are as large as 1GB.
